Suggested cuts: Waste Not - enemy discard is a secondary strategy, and viable, but this is a card that is only a payoff for a secondary strategy. I think it may be dead enough that it doesn't warrant a slot.
Logic Knot - would be sweet if it was {U} less. As is, it's a strictly inferior counterspell that uses a valuable resource to be effective
Fervent Denial - 5 mana is a lot to hold up, 7 will almost never happen in a board-presence focused deck.
Dark Deal - wheels are decent here, but this Mind Rots yourself. Have 4 cards, cast this, end up with 2. The other wheels can benefit from enemy high card counts. This does disrupt opponents, but that's gonna draw some ire and you just binned half your resources. If you can withstand the ire you should be winning anyway. Something like Frantic Search would be better IMO.
Zombie Infestation - two cards plus one upfront is a steep price. I don't know that you have enough reanimation to need to dump your hand at instant speed when you already have Varina available.
Dismantling Blow - a glorified Disenchant 90% of the time. A 6 mana spell the rest of the time.
Suggestions not many at this stage. Gleaming Overseer is a consideration if you find yourself heavy into tokens. I'm a big fan of a few cards in your maybe list: Obsessive Search, and Kindred Discovery. Though the latter is slow.
Matzalantli is cute but I'd be wary of labelling it as ramp when assessing your manabase given it needs 7 mana to activate, and won't be online until at LEAST turn 5. It's defs more a Gilded Lotus than Arcane Signet

idfkgabe yeah i already said Mind Rot was a terrible card in my original post. Duress is a lot better in that it is at least playable.

Some thoughts:

Your mana curve is excessively high, which will lead to some really slow/clumsy turns. Modern decks typically can't justify running more than 4 cards costing 4 mana, and run nothing above this cost. You've got a whopping 16 cards costing 4-or-more mana, which is far too high (in particular you have no chance of ever casting those 8-mana cards). Added to this, you have almost nothing to do turn-1, meaning you'll often be starting a full turn behind your opponent.

Your land base is far too low. 20 land decks typically expect to be stuck on 1-or-2 lands for a decent chunk of the early-game. Even after lowering your curve, you'll likely still need at least 23-24 lands to be able to reliably cast any of your spells.

Some of your spells seem really suboptimal. You generally don't want to be paying more than 2 mana for a removal spell, so stuff like Vraska's Contempt and Oblivion Ring seem super sub-optimal. Go Blank, Heartless Pillage and Mind Rot are all pretty weak in Modern, especially as the opponent is very likely to already be empty-handed by the time you're able to cast any of them (in any case 8 cards with this effect is excessive). Blood Baron of Vizkopa, Sangromancer, and Vizkopa Guildmage all don't really do much.

Oath of Liliana good removal and on theme
Liliana's Scrounger great for all the planeswalkers and removal
Liliana's Scorn bad removal but also works as a tutor
Liliana's Reaver fits into the discard theme
Liliana's Influence tutor and kind of a board wipe
Liliana's Indignation direct damage and fill graveyard
Liliana's Elite weak but gets stronger with graveyard
Liliana's Contract kind of bad draw but on theme
Liliana, Death Wielder old planeswalker but could be fun
Liliana, Death's Majesty token maker and is pretty good
Liliana's Shade Bad but kind of ramp
Entomb great card
Reanimate great card
Gravecrawler great card for combo but idk if it fits here

Hey there!
Rogue's Passage is a good, cheap staple for decks looking to win via commander damage.
Kaya's Ghostform is awesome for providing basically an extra life to dodge removal.
I'd look at replacing some single-use, low impact discard like Mind Rot with some better stuff that affects multiple opponents like Syphon Mind.
Burglar Rat is a straight upgrade to Corrupt Court Official.
Tergrid, God of Fright Flip is on the expensive side for the budget, but so, so good. Similarly, The Haunt of Hightower would be really good as a "backup commander".
Heartless Pillage can be replaced with Unnerve
Ill-Gotten Gains might be a good card to help pump your commander's power quickly.

Not a fan of Dauthi Voidwalker as it does nothing for you the turn it comes in. Rack-decks don't run creatures other than Kroxa, Titan of Death's Hunger because it makes their opponent's removal spells worthless. With Dauthi Voidwalker your Thoughtseize and Inquisition of Kozilek will be torn between removing a potential threat or a kill spell. While your opponent burning a card to destroy the Dauthi Voidwalker does benefit your game plan, there's much better cards that can burn a card off your opponent for one mana instead. Unless Dauthi Voidwalker can consistently land two or more hits on an opponent I would rather be running Lightning Bolt instead.
I would advise cutting the Voidwalker for a noncreature spell, but if you like having a creature be a consistent damage source might I recommend Monastery Swiftspear instead? Your deck is filled with cheap noncreature spells, so the Swiftspear is always going to be either 2 or 3 power and it can enter the battlefield a turn earlier. By the time your Dauthi Voidwalker has dealt 3 damage the Monastery Swiftspear will have dealt 4-7. If you opponent removes it the turn it comes in, you're at least burning a card off them for one mana instead of two. But if they're tapped out, they're now losing a card and two life for one mana whereas the Dauthi Voidwalker would have only made them lose one card and no life for two mana if they were to remove either the turn they untap. Yes, the Swiftspear doesn't have unblockable, but you do get the bonus of being able to block with it and given it's higher damage potential it's likelier it will be forcing your opponent to empty their hand to put down chump blockers whereas they wouldn't be if it was a Dauthi Voidwalker instead. A Swiftspear that eats up two chump blockers might as well be a Mind Rot for 1 mana am I right?
