Any deck is playable in commander! Is this deck top-tier competitive? No, but depending on your playgroup this deck should be fine. . I would recommend that you add more mana ramp. You've got 2 5-drop commanders and you'll want to get them out as soon as possible. Since you're in , you'll have to rely on artifacts like Izzet Signet and Mind Stone and Wayfarer's Bauble and the like. You could also use Mana Geyser and High Tide and Seething Song and Braid of Fire for conditional/temporary ramp.
You could also use more card draw. Zndrsplt, Eye of Wisdom will give you some cards, but it's a bit unreliable. Blue Sun's Zenith and Consecrated Sphinx and similar cards are great. Also, strive for recurrable draw effects.
Lastly, commander is a complicated format, but one of the good things for new EDH players is that the commander(s) can give you a focus for your deck. You can take advantage of the coin-flipping benefits from Zndrsplt and Okoun with more cards like Frenetic Efreet and Stitch in Time and Sorcerer's Strongbox and Volatile Rig .

Managem, Pir and Toothy seem very interesting, good choice!
I didn't add Sorcerer's Strongbox because it needs 6 mana just to flip one coin and if I lose nothing happens. I prefer cards like Game of Chaos or Planar Chaos, that can make me and my opponents flip a lot of times, but I can't find a place for them...

moysturizer Yeah, thumb is awesome lol, looking at your deck, I also used a lot of the other coin flip cards that you are using, but Two-Headed Giant and Mana Clash both don't work with them. I also got rid of most cards that required you to pay some form of tax or do something to be able to flip a coin (like Sorcerer's Strongbox and the creatures that flip when they attack/block) and replaced them with more chaos-ey cards because most of the time the other cards end up being dead, so I could stay on theme while still having.
I do like the deck though! You are running some chaos-ey cards that my playgroup dislikes such as Planar Chaos, Hive Mind and Tide of War, so I'd imagine that you have a larger effect on the gamestate with the drawback of drawing more attention to yourself. It's an interesting version of the deck!

Holy cow, Illicit Auction is badass.
Just to check, Norin is the Commander just for the lulz, right? As far as I can tell he doesn't combo well with any of the other cards.
I think that my main feedback is that it appears that the "fun" of this deck comes from three different things:
- Random destruction (Boompile, Bend or Break, Cerebral Eruption, etc.)
- Coin flips (Sorcerer's Strongbox,Mogg Assassin,Risky Move, Goblin Kaboomist)
- Random Ownership Changes (Assault Suit, Illicit Auction, Warp World, etc.)
I would recommend moving away from the first group in favor of the latter two. Having creatures change ownership is more interesting if there are a lot of them. Perhaps consider going into RG or RGU? Green would allow more "everyone gets creature effects" and U would allow more coin flip/chaos effects.
Just an idea. This would be a good opportunity to use Prophet of Kruphix, though note she's officially banned for Commander.

Very Cool, I also built a coin flip and randomness deck, check it out if you like Random Acts of Randomness. Mine is Grixis partners, but thought I'd share.
Sorcerer's Strongbox should be included here. Here are a few others to consider: Puppet's Verdict, Wirefly Hive, Goblin Bomb, Goblin Bookie.
Nice to be able to include green to ramp up here.
