Depends on the format. The multiple reliable modes of access to indirect & non-combat damage with slivers gives them the unique ability to simply outwait the opposition that so many agro creature strategies can't usually pull... But elves have their infinite mana with x spells ability as well.
For me the most degenerate slivers have been the indirect repeat abuse effect slivers the "sac a sliver do dmg" or Necrotic Sliver or Mindwhip Sliver or Mindlash Sliver ... Not many walls safe from that junk :)

Realized that there were only eight non-creature spells in the deck. Cut 17 slivers and added 2 filling the deck with more support spells and a handfull of removal.

Acidic Sliver, Psionic Sliver, Screeching Sliver all give a way to win without combat and you already have Cautery Sliver.
You could also use Mindlash Sliver or Mindwhip Sliver, not ways to win but gives you something different to do.
And I'm reaching here but maybe you could find a way to use Plague Sliver? It would be hilarious if a sliver deck killed opponents with this. Maybe give people Hivestone? Like I said I'm reaching with this one, much more likely to backfire...
Possible removals include Amoeboid Changeling, Crystalline Sliver OR any sliver that targets a sliver, and effects which you already get from another source like +1/+1. and really I think a Coat of Arms, Door of Destinies, and Sliver Legion is probably enough buffing.
May want to also consider more reanimation with all the sacrifice I suggested.

Put in Mana Flare, moved Quick Sliver to the sideboard, and took out Mindwhip Sliver. If you know of any cards that help everyone like Mana Flare let me know, I think it'll really help the politics of the deck
