will Sapphire Medallion reduce my X cost on blue spells?for example if i have 4 Island and a Sapphire Medallioncan i then cast a Braingeyser on X 3 and tap all 4 lands or, can i cast it on X 2 and tap only 3 lands?

With , you first choose a value for X, then have to pay it in order to be able to cast it. In your case, if you choose X=3, the total cost of your spell will be - Sapphire Medallion will reduce those costs to , and you may pay those costs in any way you choose.
