Osgir, the Reconstructor and Lightning Greaves

Can I activate Osgir, the Reconstructor's first ability if he has Shroud from Lightning Greaves and I have no other creatures on the Battlefield?
TO further explain, you have to choose targets before paying any costs. Osgir has shroud when you pick targets, even if you want to sacrifice the Lightning Greaves when paying costs.

No, you have to have a valid target to put the ability on the stack and if Osgir has shroud and you have no other creatures you will not have any valid targets.
