How does Tragic Arrogance work?

Someone told me, that I cannot use Tragic Arrogance unless everyone has at least one of all those permanents he may choose.

So is it true, that I cannot play Tragic Arrogance if someone has no planeswalker for example?

That is not true. You can cast it even if there are no relevant permanents in play. This is due to the fact that the spell does not target, so it does not require targets to be in play.

You may also pick cards that have shroud or hexproof has again, the spell does not target anything. You choose a permanent of each type, you don't target them.
