Can Gideon run with scissors

If you turn Gideon into a creature can you equip Blackblade Reforged before you attack with him and then will you have to equip the weapon again or will it stay on him.
Follow up question:
Will it be the reduced cost as planeswalker are legendary now?

Yes. Gideon's legendary status doesn't change when he becomes a creature. Any Gideon planeswalker with an ability that turns it into a creature (and doesn't specify it's still a planeswalker) will be a Legendary Creature - Human Soldier (or other specified creature type) until the effect ends, at which point it will revert to being a Legendary Planeswalker - Gideon.

So long as Gideon (or any card that can become a creature) is a creature, you can legally equip it.
However, once it reverts to its non-creature form, the equipment will fall off, as the permanent is no longer a legal item to equip.
Rule 301.5. Some artifacts have the subtype "Equipment." An Equipment can be attached to a creature. It can't legally be attached to an object that isn't a creature.
