Force of Will's Blue Card Count

Hello fellow legacy players. I'm curious what do you think is the ideal blue card count when playing a full set of Force of Will and what is the absolute minimum? The most frequent amount that I'm seeing is between 22-24, including the force, while I've seen as low as 18, still including the force. For me, I've played ranging from 20-22 and as far as I can tell more often than not I've never really had a hard time pitching a blue card when one is in my hand.

I run FOW in the side board of my deck. with two FOW sidebaord when I bring them in I will have 13 blues sources total in the deck.

I wouldn't play FoW without at least 20 cards I can pitch, ideally more. And that is with some level of card selection so you can draw into the FoW and blue card.
Ideal for me is generally 22.
